Abstract
This article analyzes personnel policies in Voronezh region of the Soviet Union. The main focus of the article is on examining how Stalin's efforts to overcome economic backwardness rather than fulfilling ideological imperatives influenced personnel policy patterns. Personnel data of the Central Black Earth Region were analyzed in terms of personal backgrounds, frequency of turnovers and of causes for dismissals. The analyses show that at the local level where ideology was actually translated into action overcoming economic backwardness through rapid industrialization was understood as identical to building socialism. Frequent turnovers and dismissals based on merit principle confirmed the priority was more on economic development than following ideological principles. Another important finding is that under the extreme pressure from the center and rapid industrialization and collectivization a defense mechanism was established surrounding the first regional first party secretary who filled major positions with his own men. Though limited to personnel policy and thus further needed to be supplemented by analyses of decision making and implementation process of the period this study attempted to demonstrate how a different way of understanding Stalin's industrialization and collectivization can shed light on neglected aspects of the Soviet experiences in terms of the nature of the center-local relations, the timing and contents of institutional decay and social change. Ultimately this study calls for a new approach to Soviet case on a more comparative basis, treating the Soviet experiences as one of the turbulent but still late industrialization
