러시아 가족정책이 출산율에 미치는 영향: 젠더적 관점을 중심으로

초록

이 글의 목적은 젠더적 관점에서 출산율 증가를 위한 러시아 가족정책의 내용과 성격을 분석하는 데 있다. 러시아는 1990년대 이르러 인구가 급감하면서 인구감소문제를 안보문제로까지 인식하고, 이에 대응하기 위한 다양한 정책을 시행하고 있다. 특히 러시아는 인구감소에 따른 단기대책으로 이주민 혹은 러시아 동포의 유입을 촉진하기 위한 정책을 도입하는 한편, 모성지원과 출산/육아휴가 및 이에 따른 노동임금 손실 보전정책을 실시하고 있다. 모성지원사업은 2018년 1단계를 마치고 2019년부터 다시 연장되어 실시되고 있다. 이러한 정책에 따라 러시아 인구감소문제는 완화되는 추세에 있다. 그러나 모성자산 활용의 실효성 문제와 국가주도의 가족관에 기초한 지원이 이루어지고 있다는 한계를 가지고 있다. 인구감소문제에 대해 보다 효율적으로 대응하기 위해서는 남성 생계부양자형의 가족정책을 탈피하고, 양성평등과 일-가정 양립 지원정책을 강화할 필요가 있다.

Abstract

The Purpose of this study is to explore the Russian Family Policy that is designed to increase birth rate. A sharp decrease in population has perceived as a security threat in Russia, which demanded various policies that aimed to increase birth rate. In particular, Russia revised migration policy in 2007 in order to meet the short term demand of labor forces. At the same time, Russia introduced the maternity capital program that was designed to support a family of two children or more, and revised policies of maternal leave, child care, and other benefit system. Maternity capital program ended in 2018 and was extended in 2019 with some revision. Family policy and other support measures to increase birth rate shifted a trend of demographic decrease. However, a state-defined family concept and subsidies have problems of dual burden of women in the long term, and thus family policies with a gender perspective, replacing polices based on male bread-winner model, are demanded for a sustainable growth in birth rate.
