본 연구는 기술창조인재의 선호입지에 대한 선행연구를 바탕으로, 산업의 첨단화와 융･복합화 등 산업구조 변화에 따른 도심 내 새로운 형태의 산업입지에 대한 연구이다. 우리나라 산업입지의 특징으로 수도권은 각종 규제로 인해 개별입지 위주로, 비수도권은 대규모 산업단지 등의 계획입지 형태로 발전해 왔다. 제4차 산업혁명의 도래와 함께 새로운 산업입지에 대한 필요성에 의해 시작된 본 연구는, 창조인재, 도시형 산업과 산업입지 등에 대하여 이론적으로 재정의 하였고, 국내･외 도시형 산업입지 성공사례를 조사하여 성공요인을 발굴하였다. 그리고, 이를 토대로 새로운 도시형 산업입지 방식인 ‘클러스터링 산업입지’ 개념을 도출하였다. ‘클러스터링 산업입지’는 ‘분산 입지한 계획입지 또는 개별입지 단위로 산재된 도시형 산업공간을 기존의 도시인프라를 활용하거나 최소한의 인프라를 구축하여 기능적으로 연결하고 상호 보완적 연계시스템을 구축하며 시너지효과를 발생시키도록 조성한 도시형 산업입지’의 개념이다. 본 연구는 대도시인근 널리 보급된 지식산업센터, 민간연구단지 등의 산업입지를 기능적으로 연결하고 상호보완적 연계를 통해 기술창조인재가 선호하는 새로운 형태의 산업입지로 제안하였다.
Abstract
The purpose of this study is to investigate the effect of changes in industrial structure due to high-technology, fusion and complexation of industry in central cities on industrial location, based on the study "Importance-Performance Analysis (IPA) on Creative Technical Innovator's Locational Preference through Structural Equation Modeling (SEM)" Sim and Kim (2019). In South Korea the industrial location in Seoul Capital are has been developing in the form of "separate industrial district" due to various regulatory restrictions set by the government, while in non-capital areas industries have been concentrated on "planned location" such as large-scale industrial complexes. With the rise of the Fourth Industrial Revolution, this study has recognized the need to research new industrial locations, and theoretically redefined the concepts of Creative Technical Innovators, urban industry and industrial location. By analyzing successful cases of domestic and overseas urban industrial locations, this study has discovered a number of success factors, and based theses factors developed a new form of urban industrial location known as the "Clustering Industrial Location". The "Clustering Industrial Location" is defined as an industrial location, which functionally interconnects the urban industries that have been formed as either "planned locations" or "developed locations" through distributive selection of location by utilizing the existing city infrastructure or by establishing the minimum infrastructure so that it may create synergies through a complementary linked system. This study proposed a new form of industrial location preferred by Creative Technical Innovators, where the organizations such as Knowledge Industrial Centers and Private Research Complex, which are disseminated throughout the nearby areas of major cities, are functionally interconnected and linked in a complementary manner.
