노인복지자원의 효율적 배분을 위한 노인 인구의 사회적 취약성에 대한 공간 시계열 다항회귀분석

본 연구에서는 노인 인구의 사회적 취약성에 대한 다원적 이해와 장소와의 상관관계분석을 통해 시간적 변화와 지역 간 격차 실태를 파악하고, 노인 인구의 사회적 취약성 감소를 위한 노인복지예산의 적정수준을 고찰하였다. 이를 위해서 1)노인 인구의 사회적 취약성에 대한 이론적 고찰을 바탕으로 평가 지표 및 노인 인구의 사회적 취약성 지수 개발, 2)전국단위의 공간시계열비교분석을 통해 지역 간 차이와 심화공간의 실태파악, 3)노인 인구의 사회적 취약성 지수와 노인복지예산과의 상관관계 분석을 통해 노인복지예산의 효과 검토, 4)다항회귀분석과 이상치 탐지를 통해 노인복지예산의 적정규모를 객관적으로 분석하여 전략적 노인복지정책에 대한 제언을 도출하였다. 본 연구의 결과는 노인돌봄 자원의 배분 체계 마련을 위한 기초 자료로써 활용될 수 있을 것으로 기대한다.
Abstract
The aims of this study are to understand elderly social vulnerability and identify the correlation between place and elderly social vulnerability. For the purpose, this study attempts to suggest new index names such as "Elderly Social Vulnerability Index, ESVI" and analyze temporal changes and regional gaps and find out the appropriate level of the elderly welfare budget to reduce elderly social vulnerability. This is to provide basic data for preparing a resource allocation system for the elderly. To this end, 1) development of the elderly social vulnerability indices, 2) assessment of regional differences and fixation through spatial time series comparative analysis at the national level, 3) the effectiveness of the welfare budget for the elderly is reviewed by analyzing the correlation between the elderly social vulnerability index and the welfare budget for the elderly, and 4) the appropriate level of the welfare budget for the elderly is objectively derived through multinomial regression analysis and outlier detection. Finally, a strategic elderly welfare policies are suggested.
