한국형 자주관리기업 발전방안 연구: 버스 협동조합 자주관리 사례를 중심으로

이 연구는 전 단계 한국의 노동자 자주관리 연구에서 부족했던 실증성을 보충하기 위해 2005년 이후 자주관리를 운영한 우진, 삼성, 달구벌이라는 버스기업 자주관리 3사의 운영성과와 문제점에 대한 설문조사, 향후 방향성에 대한 연구다. 본래 자주관리기업 시스템은 노동자 직접경영 및 독립채산제에 의한 경영효율과 상호 연대·연합의 힘에 의한 대규모 조직, ‘규모의 경제’ 효과를 동시에 구현하는 기법이지만, 버스3사의 사례는 단기간의 훌륭한 운영실적에도 불구하고 자주관리 시스템의 전통적 문제였던 조직 내 반목이 시작되고, 연합 효과가 발휘되지 못해서 장래 전망이 불투명한 반쪽짜리 자주관리기업 시스템이 되고 있다. 이를 극복하려면 불안정한 현재의 버스 자주관리의 기업 및 조직 틀의 재정비, 기업 간 연대의 힘과 상위조직으로 결속되는 규모의 확장을 도모하는 작업이 필요하다. 그 기틀을 다지는 이정표로 이 글은 자주관리 협동조합의 상과 버스 완전공영제를 통한 공공 대중교통화(공사화)를 버스3사 자주관리에 제시한다.
Abstract
This research is for hereafter an advance direction and a survey about several problems and a result of management of bus self-managing companies as named the woojin, the Samsung, the Dalgubull after 2005 years to supply a deficiency of an actual proof in an early stage research. Fundamentally, a self-managing system is the technique to realize simultaneously the managemental efficiency by a direct managing by a worker and a self-supporting accounting system, and the effect of ‘economy of scale’ by mutual solidarity. But although the example of three bus companies is good a short term result of management, they are started the trouble in the organization and not showed the effect of solidarity, so getting just half and gloomy self-managing company system for the future. To solve this difficulty, they need a work project to plan the expansion of scale as is bound by upper corps, and a reform of organization. For it, I suggest the conception of a self-managing cooperative association form and a system of public mass traffic(public corporation) to three bus companies.
