이 글은 세계경제위기 속에서 중국 정부의 경제위기에 대한 대응을 다루고 있다. 중국 정부는 적극적인 경기부양책(재정 지출 확대와 은행을 통한 신용 확대)을 통해 경제가 급속도로 추락하는 것을 막았지만 인플레, 재정적자 확대 등의 부작용이 우려된다. 더욱이 수출주도로 경제성장을 이룩한 중국 경제가 수출의 급감을 정부 지출을 통한 내수 확대로 계속 메울 수 있을지도 의문이다. 최근에 중국 경제가 위기를 보이는 것의 또 다른 원인은 2003년 이후부터 진행된 고성장의 결과다. 그 때 이후로 진행된 높은 투자는, 마르크스주의적 관점에서 보았을 때, 점차 수익성을 낮추는 효과를 초래했다. 이런 위험이 2006년부터 감지되기 시작했고, 미국발 위기와 겹치면서 터져 나왔다. 중국 지도자들은 내수 확대를 통해 위기를 극복하고 중장기적으로 수출 주도 성장 모델을 내수 중심으로 바꾸고자 하지만 현실에서는 국가의 경제 개입이 더 증가하는 모순적 처지에 있다.
Abstract
This article deal with the World economic crisis and China’s response to the economic shock. The Chinese government stopped the rapid drop of Chinese economy through the massive stimulus package, but there will be worried about the side effect such as inflation and growing budget deficit. Moreover it is questionable that the export-led Chinese economy can make up for the fall of export through the domestic consumption increase. The other factor of the recent crisis in Chinese economy is the by-product of the high growth a few years ago. In the marxist perspective, high investment ongoing since 2003 led to the lowering of profitability. This danger was sensed in 2006 and exploded with sub-prime mortgage loan crisis in 2008. The Chinese leader want to overcome the crisis through domestic consumption and transform from the export-led growth model to domestic consumption-centred growth. But this attempt is faced with the contradiction of domestic consumption in speech and the growing state intervention to the economy in deed.
