Abstract
Korea has a leading edge in the field of mobile communications which is by far one of the most important IT industry in the 21st century. Our competitiveness derives from the strong commitment and collaborative efforts of the government, industry and research that eventually lead to the commercialization of CDMA technology. Notwithstanding the obstacles and difficulties in the process, CDMA has now become one of the two global standards, realizing the 3G mobile communications with its technical edge. There was a fierce controversy at the outset as to whether CDMA can evolve into a global standard and lead to making promising new technologies or, on the other hand, lead to a technical isolation for Korea. However, we had a firm belief that China which is home to a 1.3 billion population will adopt CDMA as its national standard for mobile communications and therefore, have constantly encouraged China to adopt CDMA after our successful commercialization. In the Digital era, a nation's competitiveness and fate is determined by the success in the field of information and telecommunications. On top of that, what is more important is that a country must come up with a mobile communications standard that can become a globally adopted standard in order to gain competitiveness. However, it is difficult for a country to achieve this goal solely on its own but need to strengthen industrial and technical cooperation with others in order to successfully introduce one's standard to the global market. In this respect, it is vital to strengthen cooperative ties between a country with a large population and a huge market potential and a country with the most advanced technology. China started to actively focus on developing its mobile communications industry since the mid 1990's under the principle to "link technology with trade" and has been looking for a foreign partner with a technology competitiveness. Korea and China's mobile communications industry cooperation took off in 2001 when China Unicom adopted CDMA and starting from the second half of this year, China Unicom plans to roll out 3G mobile communications, the CDMA2000 1X technology. Furthermore, the government and research of the two countries are now focusing on strengthening cooperation in the standardization activities for 4G mobile communications. Such ties of the two countries are presenting an ideal cooperative model as well as a potential for the cooperation to expand to the overall IT industry. Despite the differences in viewing a successful cooperative model between China and Korea, strengthening bilateral cooperation has become the most important issue to be addressed for the government, industry and research of the two countries. In this paper, the government's view and its policy objectives for creating the basis for joint research activities, strengthening standardization activities and drawing an effective industry cooperation model for Korea and China will be introduced.
