With beginning of digital era, most countries have a longing to digitalize their government, and the concept of e-government emerged from many countries’ efforts for government innovation. The level of Korean e-government has been certified as the highest level in the world, and both Korean government and IT firms want to extend e-government business to abroad market. At this point of view, analysis on abroad market of e-government business is needed. Therefore, in this paper, we analyzed countries by using social science indexes. As a result, all countries are classified to 7 clusters and we selected target countries by online utilization index. The result of this paper will provide the important guideline to improve Korea ICT and e-government level as well as good reference for Korean IT firms.
