This paper presents a development of Cyber Physical System for Transportation (CPS-T) evaluation framework and a case study application of freeway merge. The integrated CPS-T evaluation framework is one of kind approach that explicitly and realistically simulates individual vehicles, traffic control devices and wireless communication data packets. To demonstrate an effectiveness of the proposed integrated framework, a microscopic traffic simulator, VISSIM and a wireless communications simulator, NCTUns were integrated and the communications latencies were assessed through a freeway merge application. The case study results indicated that the proposed framework should be used for assessing any safety critical CPS-T applications including the freeway merge.
