10대 학업중단 청소년의 근로실태에 관한 실증적 고찰 연구

본 연구는 학업을 중단한 10대 청소년을 중심으로 이들의 근로 현황과 실태를 살펴보고, 이와 관련한 문제점을 분석하여 이들을 위한 정책적･제도적 지원 방안을 제안해 보고자 하였다. 중퇴 청소년들은 어떠한 경로를 통하여 근로에 참여하게 되며, 어떠한 근로조건과 환경에서 일을 하는지, 임금체불 및 인권침해 등 부당 노동행위의 경험 여부와 그에 따른 대처방식은 어떠한지 등 이들의 근로실태와 문제점을 심층적으로 분석하였다. 연구방법으로는 학업을 중단하고 근로 현장에 있는 10대 청소년 20명을 대상으로 한 면접조사 방법을 채택하였는데, 1:1의 개별면접을 통하여 심층적인 조사연구가 가능하도록 하였다. 면접조사 결과 분석에 있어서는 특히, 학업중단과 가출 및 근로의 유기적 관계에 중점을 두고 내용 분석(Content Analysis)하는 방식으로 자료 처리과정을 거쳤다. 내용분석에서, 개인 배경(가족․친구관계, 중퇴경험․학력, 현재상황)을 해석하는 부분에서는 주로 일을 하게 된 개인･환경적 요인을 찾아내는데 초점을 두었다. 가족 및 친구관계의 어떠한 특징적 요인이 청소년들을 학업중단 및 가출 그리고 일(자리)로 유인하게 되는지를 알아보려 하였다. 근로 실태를 분석하는 부분에서는 성별에 따라 직종과 임금이 어떤 차이를 보이고 있는지를 살펴보았고, 청소년들이 근로현장에서 경험하는 부당대우를 일반적으로 경험하는 부당대우와 업종별로 다르게 나타나는 부당대우의 양상으로 구분하여 분석하였다. 끝으로 10대 청소년들은 그들의 노동권을 보호하기 위한 제반 규정들에 관하여 어느 정도 인지하고 있는지 알아보아 정책적 시사점을 도출하려 하였다.
Abstract
This research has been carried out to examine the labor conditions of the drop out teens, analyze the problems in connection with it, and propose the supporting methods with the policy and system. Their working conditions and problems were main objects for the study; such as which routes the drop out teens came to take their parts in the labor; what their working conditions and environments were; if they had any experience of unfair labor treatments such as wages unpaid or human rights violation; and how they copped with it. For the in depth examination as much as possible, the survey were conducted with 20 drop out teens at their labor fields, in a manner of 1 to 1 individual interview. For the result analysis of the interview survey, the process of management of the survey information were proceeded especially by the content analysis that laid emphasis on systematic relation between dropping out the school and leaving home to laboring. For the content analysis, it was examined in priority especially to reveal the individual and environmental reasons to come to work, while we interpreted the individual background such as family, friend relationship, drop out experience, educational history and current situation, etc.. It also was studied exactly what specific factor of the relation with their families and friends led them to drop out their schools, leave home and work. For analysis of the working condition, it was analyzed the differences of the occupational categories and the wages by the sex, and the unfair treatments experienced at the work fields with two different aspects; unfair treatment in general and differences by the types of industry. Finally, in order to create any suggestion in policy, it was examined how much those drop out teens acknowledged the relevant regulations for the protection of their labor rights.
