국내에서는 대형재난의 발생으로 인해 국민의 재산과 생명을 보호하고 일원화된 통신체계를 제공하기 위한‘국가공공안전재난망’에 대한 관심이 커지고 있다. 해외에서도 2012년도에 미국의 FirstNet을 비롯하여 영국, 중국 등에서 기존의 노후화된 재난망의 고도화를 추진하고 있다. 이중 LTE를 이용한 재난망인 Public Safety LTE(PS-LTE)는 All-IP 네트워크를 바탕으로 고품질의 음성/영상 그룹통화를 제공할 수 있으며 재난시 통합관제 등이 용이하여 차세대 공공안전재난 통신망으로 주목을 받고 있다. 본 논문에서는 재난망의 주요 특징과 국가별 사용 현황을 소개하고현재 사용되고 있는 TRS(Trunked Radio System)망의 주요 특징을 살펴보고 PSLTE 기반 재난망의 주요 특징과 차이점을 비교한다. 또한 재난망에서 요구되는 주요 기술인 단말간 통신, LTE기반 방송 기술, 그룹통신, 단독기지국을소개하고 현재 3GPP에서 진행되는 표준화 현황을 소개한다. 끝으로 통신사업자 관점에서 LTE 기반의 재난안전통신망의 효율적인 망 구축/운용을 위해서 고려해야 할 사항과 향후 재난망 서비스의 진화방향에 대해서 살펴본다.
Abstract
large-scale disasters held in in Korea. Many countries have already started to study LTE-based PPDRcommunications, Public Safety LTE (PS-LTE), which can provide high-quality voice and data services with theAll-IP architecture and unified controls from network operators and dispatchers. In this paper, we introducecandidates of PPDR networks with examples of other countries, and compare conventional Trunked RadioSystem (TRS) with PS-LTE. In addition, as key requirements of PPDR, device-to-device communication,broadcasting, group communication, and standalone base station are introduced and recent standard activities areexplained. The key issues of network deployment and PPDR service evolution are described in the operator'spoint of view.
