이 연구는 교육복지 정책의 확대와 함께 필요성이 제기되고 있는 교육복지 지표 개발을 시도하기 위해 수행되었다. 교육복지 지표 개발을 위해 교육복지의 개념을 검토하였다. 학습자의 유의미한 학습 경험을 강조하는 정의와 교육격차나 교육불평등 극복을 위한 정책적 노력을 강조하는 정의에서 제기하고 있는 개념 요소들을 포괄하여 교육복지가 추구하는 가치를 공정성, 유의미성, 공동체성으로 설정하여 교육복지 지표가 그 가치에 관한 실태를 진단, 평가할 수 있는 기반을 마련하였다. 교육지표, 교육격차나 교육형평성과 관련된 지표를 개발한 선행 연구를 참고하여 학습자의 학습경험의 축과 체제나 자원의 분배 축을 설정하여 교육의 기회, 과정, 결과의 차원에서 지표 영역을 설정하고 영역별 요소와 지표 항목을 개발할 수 있도록 틀을 설계하였다. 교육복지 지표 개발 모형에 기초하여 학습자의 학습경험 축과 체제나 자원 분배 축별로 기회･투입, 과정, 성과․산출을 드러낼 수 있는 지표들을 예시하였다.
Abstract
This study was carried out in an attempt to develop education welfare indicators, which have become necessary with the expansion of education welfare policies. To develop these indicators, the concept of education welfare was reviewed. The conceptual elements were covered by both a definition emphasizing the meaningful learning experience of learners and a policy-driven definition concerning social and educational equity, and thus the values pursued in education welfare were set as fairness, meaningful learning and community spirit in order to provide the basis for education welfare indicators to diagnose the state of these values. By referring to previous studies about education indicators, the educational gap and educational equity, a model was designed to develop education welfare indicators encompassing the learners' experiences, education system and distribution of resources as well as the opportunities, processes and outcomes of learning. As examples of education welfare indicators, policy-related difficulties in securing educational opportunities, meaningful learning experiences, and desirable academic performance were suggested. The distribution of resources and the levels of investment and outcomes within the related policies were also illustrated as indicators. This paper discusses the necessary elements in designing indicators for educational welfare, which should be useful in evaluating pertaining policy efforts.
