학력격차의 변화 추세와 해소 방안

2003년부터 2008년까지의 국가수준 학업성취도 평가자료를 분석하여 전국 초･중등학생들의 평균 학력과 격차의 추세를 조사함으로써 국가의 교육정책이 모든 학생의 성적을 향상시키고 나아가 학생집단 및 학교집단 간의 성적격차를 줄여 주었는데 공헌했는지 평가하였다. 분석 결과, 국가 전체의 평균성적은 영어와 수학을 비롯한 주요 교과에서 유의한 증가 추세를 보여 주었으나, 성적 상승이 있는 경우 대체로 하위권보다는 중위권 혹은 상위권 학생에게서 발생하는 경향이 있었다. 이로 인해 학력집단 간의 상대적인 성적격차가 증가하는 추세를 보여 주었고, 특히 학교 간 격차보다는 학교 내 격차가 더욱 증가하였다. 이와 관련된 사회 및 교육 환경과 정책의 변동에 따른 학력격차 변화의 원인을 진단하고, 수월성과 형평성의 측면에서 균형된 향상을 위해 학력격차 해소 방안을 논의하였다.
Abstract
Purpose: This study examines Korean national academic achievement average and gap trends in core subjects at elementary, middle and high school levels during 2003∼08 period. This study addresses two key questions: (1) whether the achievement gaps among student groups narrowed or widened, and (2) whether the average achievement improved or declined over that period. Design/methodology/data/approach: Applying three-level Hierarchical Linear Model (HLM), the study examines repeated cross-sectional academic achievement trend data. It examines student, family and school background factors to account for within-school and between-school variances in academic achievement. Findings/Results: The results show that although there was some improvement in the national average test scores in some subjects such as math and English, such academic progress happened largely among the high-achieving and middle-achieving groups as opposed to the low-achieving group. Consequently, the achievement gaps widened between different academic groups of students in schools. Within-school achievement gaps increased, whereas between-school achievement gaps remained steady. Value: The study reveals national achievement gap trends and explores possible social and educational environment factors that may have contributed to those gap trends. The study also discusses policy implications for improving both educational excellence and equity.
