Abstract

Purpose: This study aims to analyze the issues and support needs related to the implementation of achievement-based assessment in the application of the "credit completion criteria" following the full implementation of the high school credit system. Design/methodology/data/approach: To achieve this, a survey was conducted among high school teachers with experience in ensuring minimum achievement levels. Findings/Results: The survey results showed that, first, while teachers generally understood the concept of a 40% academic achievement rate, many misunderstood it as the 40% of the total grade. Additionally, while teachers created achievement level statements and minimum achievement level statements on a semester basis, diagnostic and formative assessments were used less frequently. Written exams included questions that could assess whether students had reached the minimum achievement level, and the basic score in performance assessments was most often 40%. Second, teachers expressed difficulties with the 40% academic achievement rate criteria, especially concerning complaints from students and parents. Teachers also raised concerns about securing time for preventive guidance for underachieving students and providing supplementary guidance when multiple subjects had underachieving students. To address these issues, teachers suggested the provision of instructor pools at the education office level and guidance on how to handle students who fail. At the national level, there was a need for a plan to address students who fail and provide assessment tools. Based on the survey results, implications for enhancing the operation of achievement-based assessments were derived. Value: This study attempted to provide implications for the development of specific support measures for the future operation of the high school credit system.
