방화 관련 다양한 선행연구들이 방화범 혹은 방화행동에 대한 프로파일을 구축하고, 이를 토대로 수사에 도움을 주고자 하였으나, 실질적으로 수사에 활용이 가능한 정보의 생산에는 다소 미흡한 성과를 보여주고 있는 실정이다. 이는 단순히 사례분석에 국한되거나, 기술적(descriptive) 통계를 통하여 방화범이나 방화사건의 특성만을 나열하고 있기 때문이다. 이러한 한계점을 극복하고자, 본 연구는 방화의 현장(방화 대상물 혹은 장소) 및 방화에 사용된 도구(예를 들면, 가연성 물질 등)에 따라 방화의 동기와 방화범의 사회인구학적 특징이 어떻게 달라지는지를 분석하고, 결과를 바탕으로 방화사건 현장에서 수사관(소방관 및 경찰관)이 밝혀낸 방화의 장소와 방화에 사용된 도구를 통하여 방화범을 특정 하는데 도움을 주고자 하였다. 본 연구에 사용된 데이터는 2000년 9월 1일부터 2015년 9월 1일까지 15년 사이 주요 매체(KBS, MBC, SBS, YTN 및 5개 주요 일간지, 3종류의 인터넷신문)에 보도된 100건의 방화사건 기사이며, 기사에 대한 내용분석(content analysis)을 진행 하였다. 분석결과, 산업 및 상업시설에 대한 방화는 오랜 기간 불만이 누적되어온 30∼40대 중년이 인화성 물질을 사용하여 계획적으로 방화를 저지르는 경향이 높았고, 기타 장소에 대한 방화는 즉흥적으로 불만을 표출하는 50대 이상의 장년층이 인화성 물질을 활용하여 계획적으로 저지르거나, 즉흥적으로 불만을 표출하는 20대 청년층이 가연성 물질을 사용하여 우발적으로 방화를 저지르는 것으로 나타났다.
Abstract
Previous studies of profiling arsonists have significant limitations, such as they focused on categorizing irrelevant factors, e.g., blood types, car ownership, sexual experiences, use of eye glasses, and so on. Consequently, previous profiles of arsonists have not been practically useful in criminal investigation. To overcome these limitations, this study collected data from arson cases reported in the media(i.e., KBS, MBC, SBS, YTN, five major news papers, and three major internet-based news reporters). The data collected included times, places, motives, incinerators used, tools, premedication, and other demographic characteristics. Particularity, this study collected data on places of arson including residence, commercial places, such as stores, factories, and public buildings. Content analysis and empirical data analyses showed the following results; 1) those who are between 30∼40 year-old who have long-lasting anger tended to planned and used flammable incinerators on public and business/commercial places, 2) those who are 50s or older and who were abruptedly irritated tended to used flammable materials with a plan of arson, and 3) those who are in 20s without a plan for arson abruptedly set a fire with inflammable materials on public areas. Based of findings, this study discussed policy implications.
