Abstract
This study will investigate Protestant missionaries’ responses to the March First Independence Movement in 1919. Most of the missionaries in Korea at that time were British or American citizens. When the independence movement broke out against militaristic colonial regime, the Japanese government harshly repressed it by using forces, while blaming the missionaries for the outcry. The Japanese attitude toward the missionaries was twofold. On the one hand, they criticized through the media the missionaries as the instigators; on the other hand, however, they arranged several secret meetings with leading missionaries and asked them to use their influence for the suppression of the revolt. But the meetings discontinued at the end of March because of missionaries’ lack of cooperation. Many missionaries in Korea secretly sent out letters and reports to their friends, relatives and mission boards in order to expose the reality of Japanese oppression and inhuman brutality. The mission boards, through the Commission on Relations with the Orient in America, dealt with the Korean situation, and held meetings with Japanese leaders in New York including a Japanese Consul. After receiving the cable message from Premier T. Hara and his promise of reform, the Commission published the Korean Situation which edited the missionaries’ letters and reports in July, 1919. The General Assembly of the Presbyterian Church in the U.S.A. and the Canadian Presbyterian General Assembly adopted resolutions for the Korean situation on May 22 and June 12 respectively. The Federal Council of Protestant Evangelical Missions in Korea unanimously adopted a statement demanding reforms at their Annual Meeting on September 29, and sent it to the new Governor General Saito and foreign Consuls in Seoul. The Commission on Relations with the Orient also collected materials on the Korean situation and published the Korean Situation Number 2 in May, 1920. Governor General Saito, despite his distrust of the missionaries, tried to communicate friendly with them and adopted several liberal policies according to their appeal. Missionaries, on their part, accepted his invitation. Realizing that further conflicts with the colonial administration would do harm to the Korean Christians, they maintained seemingly friendly relations with the Japanese rulers while calling for reforms and monitoring their implementation. The Japanese could not but accept the missionaries’ demand of reform, albeit reluctantly and slowly.
