Abstract
Since the First World War ended, the Paris Conference for post-war treatment was held in Paris France, and the center of the Korean independence movement in Europe before and after the March 1st Movement was forced to become Paris. In April 1919, Mission of the Republic of Korea in Paris was formed as an agency for diplomatic activities at the Paris Conference with the establishment of the Korean Provisional Government. Mission of the Republic of Korea in Paris has carried out a diplomatic propaganda campaign to appeal for the independence of the Korean people against the enthusiasts who participated in the Paris Conference. Mission of the Republic of Korea in Paris conducted propaganda activities for politicians, social organizations and media organizations in Europe, and also established the Bureau of Information for the Republic of Korea(Paris) to publish propaganda books and conducted active diplomatic activities in Europe. In October 1919, 200 of the 500 Korean workers in Murmansk, came to Edinburgh, England. 200 Korean workers who came to the UK requested that they rescue themselves to the Mission of the Republic of Korea in Paris. Hwang Gi-hwan, the secretary, was dispatched to negotiate with the British Foreign Office, bringing 35 of them to France. Korean workers and Korean students from France will form the first Korean National Association in France, called the “Korean National Association in France,” in Marne, East of Paris, at Suippes. It is an organization that has been attracting attention due to two historical facts. The first is due to the unusual historical fact that the main members of the Korean National Association in France came to Edinburgh from the Arctic Ocean of the Russian Arctic Ocean and back to France. The second reason is that the Korean workers belonging to the Korean National Association in France have enthusiastically supported most of their hard-earned money through labor for the diplomatic activities of the Mission of the Republic of Korea in Paris. Nonetheless, the historical facts about the ‘Korean National Association in France’, the first Korean organization to be established in France, have not been established. Historically, it has been revealed how Korean workers from Murmansk, who are the main members of the Korean National Association in France, came to France. Korean workers in France worked in the Siberian region of Russia, then came to Murmansk, the end of the Arctic Ocean, engaged in the Bolshevik Revolution and World War I, and were handled by the railway company. After the end of the First World War, 500 Korean workers were working in the British Army, and 200 of them came to Edinburgh, England. The Mission of the Republic of Korea in Paris tried to bring all of the Koreans in Edinburgh to France, but inevitably Japan had to intervene and bring only 35 of them. And then 10 people joined, and about 50 Korean workers came to France to engage in post-war repair work and engage in hard labor. On March 1st, 1920, immediately after the formation of the Korean National Association in France, the March 1st Independence Declaration Ceremony was held at Suippes. The ceremony was attended not only by Koreans from all over Europe, but also by the members of the Mission of the Republic of Korea in Paris and the Jo So-Ang. Most of the Korean workers and students who were members of the Korean National Association participated in the ceremony and reaffirmed the historical significance of the March 1st Independence Declaration and made a commitment to the independence movement. It is also the support of the Mission of the Republic of Korea in Paris that has the most important historical significance among the activities of the Korean National Association in France. A lot of money was needed to publish diplomatic activities for politicians, journalists and other countries. At this time, it was the Korean workers who belonged to the Korean National Association in France, Most of them were engaged in hard labor, but they actively participated in the sponsorship of the Independence Movement of the Mission of the Republic of Korea in Paris. In the 1920s, during the six-month period, they provided a huge sum of 6,000 francs to the Mission of the Republic of Korea in Paris for the independence movement. Workers of the Korean National Association provided much of their revenues to the Mission of the Republic of Korea with the aid of the independence movement. It can be said that it provided much more money for the independence movement than the Koreans in other regions. Because of this historical fact, the reality of the reincarnated Korean National Association must be revealed.
