Abstract
Kim, Kyusik departed Shanghai for Paris in February 1919 as a representative of New Korean Youngman’s Party. Kim’s diplomatic mission started before he arrived at Paris in March 1919. First, Kim, Kyusik wrote a letter to Pak, Youngman who stayed in Hawaii in December 1918 and suggested him to establish and manage a Press Bureau with him in Paris for Korean cause. He planned to maintain Press Bureau for a year. Second, Kim conveyed his detailed memorandum which expressed his mission and plan in Paris to the US Legation at Peking in January 1919. His plan included three stages. i.e., to get support and sympathy from the delegates and pressmen all over the world, to establish Press Bureau and start propaganda activities, and to present memorandum of Korean people to the Paris Peace Conference. Third, Kim, Kyusik and Shin, Kyusik wrote a petition to President Woodrow Wilson in January 1919 and carried it with himself to the US delegates’ office in Paris in late March 1919. Fourth, Shin, Kyusik wrote a letter to the Korean National Herald of Hawaii in January 1919 to call a Korean National Congress in Shanghai coming March 1919 which was the same attempt that happened in 1917, so called Manifesto to Unify All Koreans Abroad (Tae-tong-tan-kyŏl-sŏn-ŏn). Fifth, Kim wrote a letter to his wife Stella at Colombo, Ceylon and consulted with her about his petition draft to be conveyed to the Paris Peace Conference. Kim was sent as a representative of New Korean Youngmen’s Party, but he worried about weak nature of new party as well as low approval ratings. He continued his relations with Shin, Kyusik who was a leading figure in Korean independence movement circle in China. Before the March First movement news was reached to Paris, he used several title and names of organizations. After the outbreak of March First movement and establishment of Korean Provisional Government, Kim Kyusik used the title of official delegate of Korean Provisional Government.
