4.29 재보궐선거와 정당: 정당전략적 관점에서의 중간평가모델의 검토

초록

본 논문은 4.29 재보궐선거에서 정당이 중간평가 이슈를 선거전략으로 채택하고 관철하는가의 여부와 강도를 거시적인 차원과 미시적인 차원에서의 다섯 가지 변수에 의거하여 검토하였다. 분석 결과는 정당의 선거전략이 무엇보다도 정당의 위치와 정당응집력에 따라 상이하게 나타나지만 야당의 경우 중간평가 전략을 일관되고 공세적으로 활용하고자 하였음을 보여준다. 그러나 현 정부에 대한 비판적인 중간평가는 하나의 단일한 야당지지로 동원되지 못했으며 민주당의 중간평가이슈전략은 부분적으로 실패하였다. 이는 무엇보다도 양당제에도 불구하고 한나라당이 압도하고 있으며 제1야당이 극히 취약하다는 구조적 조건 외에도 한국정당의 취약한 정당 응집력과 정체성에 기인한다고 할 수 있다.

Abstract

This research deals with the research questions, of whether or not parties adopted the referendum model strategy for by-election, held on April 29th 2009 and how the intensity of the strategy varies across the parties. These questions are reviewed by focusing on five variables at macro and micro levels. Government structure, party system and nationwide issues have to be considered at the macro level, while party status and party cohesion have to be considered as the influencing factors at the micro level. The results of analysis show that the adoption and intensity of the referendum model strategy vary, especially depending on the two variables at the micro level. The government party tried to evade the midterm evaluation, while the opposition parties tended to apply the evaluation strategy aggressively. But the critical evaluation against the government could not be fully mobilized into a united front by opposition parties. Therefore they partially failed to utilize the evaluation strategy to their full advantage. This phenomenon could be explained both by the structural condition of two party system with a dominant government party and fragmented opposition parties and by relatively low cohesion and identification of Korean political parties.
