포괄적 안보위협 대비 다국적 연습 및 실험의 활용성 제고

초록

탈냉전 이후, 세계 안보환경의 특징은 전통적인 군사적 위협이 상존하는 가운데 대량살상무기, 테러, 해적, 자연재해 등 포괄적 안보위협이 증대되었다는 것이다. 그리고 위협의 공간은 지ㆍ해ㆍ공뿐 만아니라 사이버와 우주공간에서도 일어나고 있다. 그리고 그 피해는 어느 특정 국가뿐만 아니라 그 주변이나 불특정 다수의 국가들에게 확산되고 있어 포괄적 안보역량의 확충이 매우 시급하다는 공감대를 형성하고 있다. 이에 대한 대응책으로 선진 국가들은 자국군의 합동실험과 훈련 및 실제작전을 연계시킨 ‘개념개발 및 실험’을 전략적으로 활용하고 있다. 그리고 이를 세계안보 환경에 적용시킨 다국적 실험을 11년째 실시하고 있다. 다국적 실험은 비정규적 위협에 대한 포괄적 접근방법을 적용하는 것으로써 美합동전력사 주관(최근: 합참 J7으로 개편)으로 美정부 유관기관과 유럽 및 NATO 회원국들이 참가하고 있다. 이러한 안보문제의 접근 방식은 한국의 안보전략에 시사하는 바가 크기 때문에 본 연구에서는 첫째, 안보개념의 확대에 따른 다자협력의 필요성을 고찰해 보고 한국군이 이러한 안보위협에 대비하여 다국적 공조형태로 참여하고 있는 다국적 연습의 실태를 분석해 보았다. 둘째, 한국군의 군사실험을 분석하여 변화하는 안보환경의 변화에도 부응할 수 있을 것인가를 확인하고, 유럽과 미국을 중심으로 진행되고 있는 다국적 실험의 기법과 산출물들을 분석하여 벤치마킹할 수 있는 내용을 확인하여 제시하였다. 셋째, 한국군의 다국적 공조능력을 고양하기 위해 다국적 연습 및 실험을 적극적으로 활용하기 위한 방안으로 ①한국군 내부의 실험체계 및 조직개선 ②민간 전문가 등 참여대상 확대 ③조직적인 업무협조체제 구축 방안 ④참가 보고서 공유를 통한 참여효과 제고 ⑤참가연습 및 훈련결과의 현실적 반영 등 방안을 제시하였다. 이러한 방안들은 국방비용을 감소하고 포괄적 안보위협에 효용성이 있을 뿐만 아니라 현행 PKO작전과 현재 및 미래의 한반도 안보환경 변화에도 적용가능성이 매우 높다고 판단되어 한국의 안보능력 제고 차원에서 제시한 것이다.

Abstract

After Cold War, today's global security environment is characterized by concerns over increased irregular war types and Non-traditional Security Threats rather than persisting conventional military threats. These aspects of global disputes are requiring more international or regional security collaboration because the perceived threats has become more complicated or multifarious involving ground, maritime and air as well as cyber and outer space. To make matters worse, the damage disperses not only to any specific country but also to many unspecified countries. Faced with this comprehensive security environment, advanced countries including NATO members, U. S. and governmental interagency of the U. S. led by United States Joint Forces Command(now transferred to JCS J7) have been developing Joint Concept and Execution, and Multinational Experiment(MNE) linked up with their own military joint experimentation and real operations as a countermeasure against this unpredictable threats for 11 years while taking comprehensive approach into world security environment. This article aims at learning lessons from the above case so that Korea Military can prepare for a desirable system to develop the field of Comprehensive Security Threats. This article analyzes about the necessity of multinational collaboration in the wake of enlarging security concept, and the skill of Korea Joint Forces experiment and MNE in order to seek the technical method and life cycle management of the MNE. The MNE products are necessary and practical to Korean Armed Forces and strengthening its security capabilities. As a result, MNE is assuming a roll not only as a military collaborative main body among the membership countries but also growing as a worldwide discussion community so I provided 5 kinds of suggestions how to increase Korea Military Experiment and utilize the MNE for sharing common awareness on new threats, MNE result and benefit. My proposal can lead reducing the national defensive cost as an effective alternative as well as helping Korean military and Korean PKO into adaptable capabilities against comprehensive threats and changeable security environment in the Korean Peninsula at the same time in the world.
