Abstract
In socialist and authoritarian states' experience, North Korea has opened the Internet. The purpose of this paper is to analyze implications for North Korea's Internet opening strategy and to prospect its future course from Cuba's experience. For this, this paper reviews some theories and cases about political influence of the Internet and coercive control of its use in socialist and authoritarian states. By reviewing those studies, this paper select Cuba as case for comparative analysis with North Korea. And this paper traces changes of Internet policy in North Korea from 1997, when begun to use the Internet to the present. Subsequently, this paper analyze Cuba's Internet connection test, limitation of Internet access or censorship of content use, and the government response to the political influence of the Internet. Lastly, this paper draws implications for North Korea's Internet opening strategy from Cuba's case and prospects its future course from Cuba's Internet control policy.
