Abstract
Many socialist and authoritarian countries have faced, and are coping with, challenges from political impacts of the Internet. In so doing, they have devised various strategies to overcome the challenges. When viewed in their experience, North Korea currently has opened the Internet. But still North Korea in the world’s most closed regimes has been opened the Internet in the world’s most late, as well as controlled in the world’s most tightly. The purpose of this paper is to analyze political impacts of the Internet that North Korea is now being faced. Theoretical resources of this paper are two conflict approaches that are pitted against each other over the political impact of the Internet; one is the 'dictator's dilemma' theory, the other is the 'cyberocracy' approach. Based on this theoretical discussions, domestic and foreign factors to analyze political impacts of the Internet on North Korea regime are extracted. And it traced changes of Internet policy in North Korea from 1997, when begun to use the Internet to the present. Finally, the paper used four factors, that is state control, emulation and learning, democratization, and inter-Korean relations to analyze the political impact of the Internet in North Korea.
