A Study on the Implementation of the WTO Agreement on Agriculture: Centering around Market Access, Export Subsidy and Domestic Support

Abstract
Negotiators on agricultural issues have missed the 31 March 2003 deadlines for agreeing on "modalities" which would describe how the final agreement - due by 1 Jan. 2005 - would be shaped. However, members have to achieve the objectives set out in the Doha Ministerial Declaration: "substantial improvements in market access; reduction of, with a view to phasing out, all forms of export subsidies; and substantial reductions in trade-distorting domestic support". In february 2003, a first draft of the "modalities" was circulated, followed by a revision in March 2003. The draft focuses on the compromises that are necessary for a final agreement. In spite of the fact that September 2003 Cancun Ministerial Conference came and went, positions between major negotiators remained wide apart and there was no consensus on the draft. Therefore, it is the time to analyze the differences of major negotiators position pillar by pillar. This paper tried to explain the three main pillars of the Agriculture Agreement: export subsidies; market access; and domestic support, and show which way we have to go.
