이 논문은 북한의 관광개발에 핵개발이 미치는 영향이 있는지, 있다면 어떤 영향을 미치고 그러한 영향을 어떻게 관리해왔는지 규명하고자 한다. 관광개발이 핵개발과 정책 모순에 직면하는 것은 두 정책이 추구하는 과정이 상보적이지 않고 상충적인 면이 있기 때문이다. 또 관광개발의 목표가 경제적인 측면에 있는 반면 핵개발은 정치(안보)적인 측면에 있으며 이를 해결하는 수단이 다르다는 점에서 양자는 서로 다른 현실을 마주하고 있다. 핵개발 역사를 살펴본 결과, 북한은 일시적인 핵동결 수용을 하는 듯 했지만 핵무장을 향한 경로의존성을 보여 왔다. 관광개발은 1980년대 후반 경제난과 대외정세 변화 속에 경제적 이익을 추구하는 기능전환을 했고, 2000년대 남북관광이라는 새로운 영역을 만들어 내면서 제도적 층화(1차)를 이루었으며, 2010년 이후에는 중국인 단체관광과 서구권 관광으로 다시 한 번 제도적 층화(2차)를 시도하고 있다. 그 결과는 핵개발이라는 구조적 제약 하에서 1990년대에 부분적으로 실패하기도 했고 2000년대 이후 제도적 층화를 통해 모순을 해결하기도 했다.
Abstract
This research aims to examine whether tourism development of North Korea has been influenced by nuclear development and how it has managed the influence, if any. Tourism development faces policy paradox in the phases of nuclear development due to their conflicting aspects. While tourism development is under the economic sphere, nuclear development is under the political (security) sphere, which differentiates their realities and problem solving tools. Having analyzed North Korea’s nuclear development history, although it once appeared to accept nuclear freeze, it has been remained in path dependence towards nuclear armament. In the late 1980s, the North’s tourism development has passed through functional conversion in order to pursue economic benefits in the wake of economic difficulties and changes in the state of international affairs. In 2000s, tourism development achieved institutional layering by creating inter-Korean tours on a large sacle. Since 2010, it has tried to achieve second institutional layering by Chinese group tours and Westerners’ tours. Under the structural constraints raised by nuclear development, some of these institutional changes were failed in the 1990s, while others were successful since 2000s.
