이 연구에서는 캐나다의 2006년 총선에서 정책-투표 불일치형 유권자인 ‘어린 백성들’의 비율 및 이들의 특성이 무엇인지를 판별분석, 교차분석 등의 분석기법을 동원하여 밝히고 있다. 분석 결과 캐나다 ‘어린 백성들’의 비율은 31.0%이고, 이들은 거주 지역, 정치적 지식, 정치 활동 변수와 밀접한 관련이 있음을 밝혀냈다. 곧, 캐나다 동북부 지역에 거주하며 정치적 지식이 낮고, 정치적 활동이 작은 유권자 층에 상대적으로 ‘어린 백성들’이 많이 분포하고 있다. 한편, 2006년 캐나다 총선에서 후보 선택에 가장 큰 영향을 미친 정책 이슈는 ‘재화 및 용역세 인상’ 이슈였으며, 다음으로는 ‘사설 병원 허용’ 이슈, ‘동성 결혼 허용’ 이슈 등의 순서로 영향을 미쳤음을 밝혀냈다.
Abstract
This paper attempts to find out the ratio and the characteristics of policy oriented voters in Canada, who are defined in terms of the voters who vote for the candidate whose policy positions are congruent with theirs, by using quantitative methods such as discriminant analysis and X2 test. The findings are as follows: The ratio of the policy-oriented voters is 69% in the 2006 Canadian General Election. Policy voting is associated with the variables of residential area, political knowledge and political activities. That is to say, 'eorin people,' the non-policy oriented voters, are relatively more distributed in the Northeast in Canada and are equipped with less political knowledge and less political activities. Eight issues among 15 policy issues prevalent in the election period are found as influential ones on vote choice: The most influential issue is 'goods and service tax' issue, and 'private hospital permission' issue, 'homosexuality' issue, 'environment budget' issue, etc. follow in turn.
