동아시아의 통상 질서는 한-중-일이 3자간 FTA를 추진하고, 미국이 환태평양경제동반자협정(TPP)의 협상을 개시하는 한편, 중국이 중심이 되어 ASEAN+6 국가들을 대상으로 하는 역내 포괄적 경제동반자협정(RCEP)도 협상을 시작하면서 새로운 전기를 맞이하게 된다. 이에 본고는 동아시아 다자 FTA 무역질서의 형성 과정을 분석하고, 새로운 통상 환경에 처하게 된 한국이 어떠한 전략적 선택을 해야 하는지 제시한다. 동아시아 무역질서의 다자화는 국가들이 경제적 이득과 정치적 영향력을 복합적으로 고려한 전략적 선택의 결과라고 할 수 있다. ‘세계’, ‘지역’, ‘역내 비강대국’의 세 가지 차원에서의 리더십 경쟁과 정책 자율성 확보를 위한 노력이 지역 다자 FTA의 경쟁 구도로 이어진 것이다. 한국의 정책 순차성은 ‘RCEP→TPP’, ‘한-중-일 FTA→RCEP’ 순서가 전략적으로 유리할 것이다. 그리고 한국의 우선순위는 단기적 경제 이득 보다는 다자 FTA 규칙 제정 확립이 되어야 할 것으로 본다. 규칙제정자로서의 한국은 중견국 외교 위상을 확립할 수 있을 뿐 아니라 미중 간의 경쟁에도 효과적으로 대처 할 수 있을 것이다. 본고는 한국의 경제적, 외교적 비젼 실현을 위한 구체적인 협상 전략을 제안하며 마무리한다.
Abstract
This article aims to analyze the formation of multilateral FTAs(Korea-China-Japan FTA, TPP, and RCEP) in East Asia and suggests that South Korea’s strategy towards these FTAs should consider ‘sequence priority,’ ‘selective emphasis of policy goals,’ and ‘negotiation strategies.’ The multilateralization of trading order in East Asia is a result of strategic choices of among countries(the U.S., China, Japan, and ASEAN) that pursued a global/regional/sub-regional leadership and autonomy. In order to consolidate its role as a rule setter and strengthen middle power diplomatic capabilities, it is strategically important for South Korea to set its sequence priority in ‘RCEP→TPP’ and ‘KCJ FTA→RCEP’ order, and to define its policy goals to become a rule setter of multilateral FTAs rather than to realize short-term economic gains. This article concludes by suggesting micro negotiation strategies that can help to achieve South Korea's economic and diplomatic visions.
