Abstract

This study analyzes the structural nature of the Joseon Government -General’s settlement policies for slash-and-burn farmers (hwajeonmin) implemented during the 1930s Bukseon Development Project. While previous studies have primarily emphasized the prohibitionist approach focused on forced eviction, this paper argues that the introduction of Sannong Jidogu and Sannong Gongryeo Cooperative represented a partial shift toward incorporating hwajeonmin into the colonial administrative framework under a broader social policy agenda. Although these settlement policies officially aimed to foster independent farmers and protect forest resources, in practice, they functioned as instruments of forest control and resource management designed to serve the needs of Japan’s imperial interests in the metropole and Manchukuo. Furthermore, the study demonstrates that the provision of suitable agricultural land, a prerequisite for effective resettlement, was severely limited, leading to inherent structural contradictions in the settlement project. Ultimately, the hwajeonmin settlement policy under the Bukseon Development Project, despite its rhetoric of livelihood improvement, became an integral part of Japan’s exploitative colonial forest development strategy.
