본 논문은 무인항공기가 전쟁패러다임 변화에 미치는 영향을 평가하고 미래전에서 무인항공기의 군사적 운용을 위한 군사혁신의 방향을 제시하고자 한다. 본 연구는 2차 아르메니아-아제르바이잔 전쟁에서 아제르바이잔의 무인항공기 전투수행개념을 전쟁수준별로 분석함으로써 군사혁신 측면에서 함의점을 도출했다. 아제르바이잔의 무인항공기 전투수행개념을 전쟁수준별로 분석한 결과에 의하면, 아제르바이잔은 전략적 수준에서 무인항공기를 이용하여 아르메니아군을 정밀타격하는 장면을 촬영한 후 이 영상들을 SNS에 업로드하였다. 이러한 심리전은 아르메니아군의 전쟁 의지를 약화시키는 목적을 가지고 있었다. 아제르바이잔의 무인항공기는 작전적 수준에서는 아르메니아군의 다양한 종심을 동시에 그리고 정밀하게 타격하였다. 이로써 무인항공기는 적의 지휘통제를 마비시키는 병행전을 구사하였다. 전술적 수준에서는 아제르바이잔의 UAV들이 방어전선에 투입되어있는 적의 장비와 병력, 주요시설물을 제거함으로써 적의 방어체계를 와해시켰다. 이로써 아제르바이잔 지상군의 투입여건을 조성했다. 이처럼, 아제르바이잔은 첨단무기체계를 도입했을 뿐만 아니라 이를 효율적으로 활용할 수 있는 전투수행개념을 전쟁수준별로 구체화시키는데에 성공하였다. 아제르바이잔은 사회형성이론에 기반을 둔 군사혁신을 이룩했다. 이에 본 연구는 무인항공기의 군사적 운용을 위한 군사혁신 방향으로 전투수행개념 구체화, 무기체계간의 연동성 강화, 방공체계 마련, 조종사 양성프로그램 구비, 작전지속지원 방안 마련 등 5가지 요소를 제시했다.
Abstract
This paper aims to evaluate the impact of UAV(Unmanned Aerial Vehicles) on the change of war paradigm and suggest directions for UAV and RMA(Revolution in Military Affairs) in future warfare. This study drew implications in terms of RMA by analyzing the concept of Azerbaijan's UAV combat performance by war level in the Second Armenia-Azerbaijan War. According to the results of analyzing the concept of Azerbaijan's UAV combat performance by war level, Azerbaijan used UAV’s at a strategic level to shoot precision strikes on Armenian forces and then uploaded these videos to SNS. Such psychological warfare was aimed at weakening the Armenian army's will to war. At the operational level, Azerbaijan's UAVs precisely and simultaneously hit the various depths of the Armenian army. As a result, the UAVs used a parallel warfare that paralyzed the enemy's command and control. At the tactical level, Azerbaijan's UAVs disrupted the enemy's defense system by removing the enemy's equipment, troops, and major facilities in the defensive line. This created the conditions for the deployment of the Azerbaijani ground forces. In this way, Azerbaijan not only introduced the advanced weapon system, but also succeeded in realizing the concept of combat execution that can be used efficiently by war level. Azerbaijan has achieved RMA based on social formation theory. Accordingly, this study suggested the following five elements in the direction of RMA for the military operation of UAVs: refining the concept of combat performance, strengthening interoperability between weapon systems, preparing air defense systems, preparing pilot training programs, and preparing operational continuity support plans.
