Abstract
This study examines the acceptance of foreign health-care workers under the Free Trade Agreement (FTA), focusing on the Japan's Economic Partnership Agreement (EPA). This study is divided into the three parts. The first part reviews the background and current discussion status about the migration of natural persons in the World Trade Organization (WTO) and FTA; in particular, it looked at the international movement of health-care workers in terms of trade issues. The second part of this study investigates the Japan's foreign labor policy, the commitments under the General Agreement on Trade in Services (GATS), and the EPAs in which Japan agreed to open its doors to foreign labors. In the final part, I analyse the provisons and mutual consent on the acceptance of foreign health-care workers in the Japan's EPAs, and offer some policy implications.
