Abstract
(Background and Purpose) Children’s parks are outdoor play areas that consider their users to be children and provide them with play and relaxation. Currently, insufficient laws and guidelines specifically provide detailed standards of universal design in relation to these projects; while a manual on safety standards is presented for the installation of play facilities and facilities inside children’s parks, guidelines related to the entire park have not yet been standardized. Therefore, this study aimed to present the problems and improvement directions of the current space by applying and analyzing universal design evaluation items with the goal of reconstructing and remodeling children’s parks. (Method) The application guidelines related to universal design consist of comprehensive evaluation items for urban parks that are insufficient to apply to and evaluate children’s parks. First, new evaluation items and research models were constructed by comparing and analyzing the evaluation items used in domestic children’s play spaces and the evaluation items shared by the Universal Design Guidelines. Then, the application evaluation was conducted from the perspective of universal design through field surveys of five key evaluation items (accessibility, inclusion, safety, convenience, and amenity) and 25 details of children’s parks that have been remodeled in Daedeok-gu. (Results) The average scores of the core evaluations analyzed in the four target sites were inclusion (7.5 points) = amenity (7.5) > accessibility (7.25) > convenience (7) > safety (6.25); amenity and accessibility received the highest evaluation while safety received the lowest. With the exception of the installation of CCTVs and lights in the park, safety is deemed to be a low priority compared to the other detailed evaluation items, so it should be considered in its entirety in future park remodeling projects for children. (Conclusions) The results achieved through the universal design evaluation of Daejeon children’s parks are as follows: First, with respect to accessibility, there is a need to strengthen walking guidance through braille blocks and floor finishing changes. Second, inclusion items should be constructed so that everyone can move around without space restrictions. Third, the application and improvement of safety are essential and should be considered at all development stages including design, construction, operation, and management. Fourth, if the existing toilet, which have been provided for convenience, are continuously used, specifications and safety facilities need to be supplemented. Fifth, regarding as an amenity, continuous management is needed centering on local governments, which are management entities; the voluntary management and efforts by residents are required for children’s parks. It is hoped that this framework, analyzing children’s parks from the perspective of universal design, can be used as basic data for the remodeling and environmental maintenance of children’s parks or facilities that will be newly created in the future.
