Abstract

(Background and Purpose) As the transition to a carbon-neutral society progresses, bicycles are gaining increasing importance as an ecofriendly and efficient mode of urban transport. Developed nations are actively promoting bicycle use by expanding cycling infrastructure and establishing clear technical standards for bicycle paths’ physical characteristics, road surface quality, and color usage. However, the technical standards for ensuring the physical safety of bicycle paths in South Korea remain inadequate, posing a significant threat to user safety. This is a key impediment to the establishment of bicycles as a daily mode of transport. The absence of specific guidelines for anti-slip performance and the scope of color treatment lead to inefficient resource utilization and safety concerns. (Method) This study analyzed bicycle path pavement safety and users’ perceived risk through a theoretical review and empirical investigation. The theoretical review compared domestic guidelines such as the Guidelines for the Installation and Management of Bicycle Facilities (Ministry of Land, Infrastructure, and Transport, 2022) and Seoul Public Design Guidelines 2020 (Seoul Metropolitan Government, 2020), alongside design standards from the United States, Australia, Japan, the Netherlands, and Denmark. The empirical investigation involved an online survey of 142 cyclists, encompassing 28 items, such as usage frequency and duration; road type preferences; accident experiences; surface perception in dry and wet conditions; and paint visibility, durability, and friction performance evaluations. The data were analyzed using descriptive statistics and correlation analyses between usage frequency, friction perception, and pavement material durability ratings. (Results) The analysis revealed that 52.1% of cyclists experienced accidents due to slipperiness in wet conditions, and 73.9% perceived risk in colored pavement sections, even under dry conditions. Most users identified wet-weather friction (90.8%) as the most important pavement characteristic, with 94.4% agreeing with the necessity of developing dedicated high-friction pavement materials. A significant correlation was found between cycling frequency and duration and sensitivity to surface friction characteristics. International best practices have demonstrated an integrated approach combining friction resistance standards (BPN 40 or higher), selective color application, segment-specific performance requirements, and comprehensive quality verification and maintenance systems. (Conclusions) Bicycle path pavement standards must be improved by integrating systematic color application optimization, independent procurement systems for bicycle-specific pavement materials, and the institutionalization of initial quality verification and periodic performance monitoring. The correlation between road surface friction characteristics and users’ perceived safety suggests that quantitative technical indicators and qualitative user experiences should be considered simultaneously. This integrated approach can enhance user safety, achieve a harmonious integration with urban landscapes, and improve resource efficiency, ultimately establishing the foundation for sustainable urban mobility in the carbon-neutral era.
