Abstract
(Background and Purpose) As the global population ages, policy interest in improving the well-being and social inclusion of older adults is increasing. In particular, Korea is evaluated as one of the countries with the fastest aging rate among OECD member countries, with the population aged 65 or older reaching 18.4% (approximately 9.5 million people) of the total as of 2023. At the same time, among the registered disabled people (approximately 2.64 million people), which is 5.1% of the total population, the elderly disabled people aged 65 or older account for 53.9%, and the proportion of the elderly and disabled population in society as a whole is increasing. Amid these changes, the Barrier-Free Living Environment (BF) certification is establishing itself as a key system that ensures that all users, including the elderly and the disabled, can conveniently and safely use the facilities. This study aims to analyze the effectiveness of the BF certification system and seek ways to improve its operation. (Method) First, we collected BF preliminary certification review opinions to secure basic data for research analysis. Second, after classifying the data by detailed items of the main sectors of the building BF certification evaluation index (intermediate facilities, internal facilities, sanitary facilities, information facilities, and other facilities), we used text mining techniques to derive important item terms for each sector and conducted quantitative analysis. Third, the text mining results were compared and analyzed with the contents of the review comments to derive qualitative conclusions. Fourth, in-depth expert interviews were conducted to verify the qualitative conclusions and more practical improvement measures were sought. (Results) This study analyzed the main sectors of the building BF certification evaluation index (intermediate facilities, internal facilities, sanitary facilities, information facilities, and other facilities). The frequency of terms in the evaluation comments for each evaluation category was identified, and the importance of key items was derived through quantitative analysis. As a result of the analysis, major problems were identified in intermediate facilities such as access roads, disabled parking spaces, and main entrances (doors), as well as general entrance doors, hallways, stairs, and elevators in internal facilities. In addition, the need for improvement was identified in areas such as handicapped-friendly toilets, washbasins, bathrooms and shower rooms in sanitary facilities, and tactile guidance signs, alarms and evacuation facilities in information facilities. In addition, many comments such as ‘missing details and submission’ and ‘missing notation’ were found in the BF preliminary certification review opinion report. (Conclusions) This study analyzed the importance and spread of BF certification in response to the increase in the elderly and disabled, identified problems in the BF certification review process, and suggested improvement measures.
