The juvenile age in Juvenile Law Revision has been reduced 12 To 10, because the age of juvenile delinquent is lowering and juvenile delinquency is becoming more atrocious. But the reduction in the juvenile age is based on the wrong analysis of crime statistics. In Fact, juvenile delinquency has not been lower-aging and becoming more atrocious. The treatment of juvenile delinquent is not punishment. But it has the nature of judicial sanction and could violation human rghts. Therefore, The countermeasure is needed for reduction of juvenile age in Juvenile Law Revision The countermeasure for reduction of juvenile age in Juvenile Law Revision is to magnify Diversion in the process of investigation, to construction the controlling-structure of prevention against delinquency and to guarantee the human rights of juvenile delinquent.
