보이스피싱과 로맨스스캠 비교분석: 텍스트마이닝을 중심으로

본 연구는 텍스트마이닝을 통해 네이버 지식iN 문서를 분석하고 이를 모델로 한 사기 신고 데이터 활용방안을 제시하였다. 텍스트마이닝은 당사자의 언어로 직접 기술한 자연스럽고 생생한 생각과 감정을 분석한다는 점에서 설문지의 질문에만 제한되지 않는다는 장점이 있다. 사회적으로 피해 액수가 크고 해악이 큰 ‘보이스피싱’과 ‘로맨스스캠’을 키워드로 정하고 두 개의 키워드로 해당 문서의 단어의 빈도수와 상관관계 등을 분석하였다. 그 결과 각각의 사기유형에 관한 대중의 인식에 두드러진 차이점을 발견하였다. 즉, ‘보이스피싱’은 가장 많이 언급된 단어가 ‘처벌’과 ‘피해자’로, 형법→사기죄→사기방조죄→처벌→보이스피싱 그리고 보이스피싱→피해자→수사기관→형사고소 등 단어가 연쇄적으로 이어지면서 질문유형이 과업 지향적(task-oriented)으로 나아가는 것을 확인할 수 있다. 반면에 ‘로맨스스캠’은 질문의 유형이 로맨스스캠 범죄에 대한 정의를 확인하는 데 집중되어 있다는 것을 확인할 수 있다. 이러한 분석을 바탕으로 ‘로맨스스캠’에 대해서도 적극적인 신고 채널의 도입이 필요하고 통신사기피해환급법상 지급정지가 가능한 방향으로 법을 해석해야 한다는 점 등 정책적 시사점을 제시하였다.
Abstract
This study analyzes Naver Knowledge iN Naver is S. Korea’s first portal website with a self-developed search engine created in June 1999. Knowledge iN is online Q&A platform launched in 2002. The tool allows users to ask any question and to received answers form other users. web documents through text mining methods and it proposes a method for using fraud report data. Text mining method has the advantage that it analyzes the natural and vivid thoughts and emotions directly described in the language of the person concerned and enables researchers to learn beyond the questions and answers in survey mothods. 'Voice phishing' and 'Romance scam', the two fraud categories which causes a large amount of damage and are most harmful to society, were set as keywords, and the frequency and correlation of words in the document were analyzed with the two keywords. As a result, a significant difference was found in the public's perception of each type of fraud. In other words, in ‘Voice phishing’, the most frequently mentioned words are 'be charged with a crime', and 'victim' and the question type is task-oriented as the words such as criminal act→fraud→aiding and abetting fraud→be charged with a crime→voice phishing and voice phishing→victim→investigative authority→criminal charges are connected in a chain. On the other hand, in 'Romance Scam', the type of question is focused heavily on confirming the definition of the crime of ‘Romance Scam’ rather than seeking information to file a complaint. Based on this analysis, important policy implications were presented, such as the need to introduce an active reporting channel for romance scams and the need to interpret the law in a way that allows payment suspension under the Special Act on the Prevention of Loss caused by Telecommunications-Based Financial Fraud and Refund for Loss.
