유휴공간 문화적 활용의 의의와 방향

유휴공간은‘사용하지 않고 놀리는 비어 있는 곳’으로 정의되며, ‘쓸모없음’이 아니라‘사용하지 않는 상태’를 의미한다. 유휴공간은 발생 원인에 따라 군사시설, 산업시설, 행정시설, 교육시설, 기타 시설 이적지와 도심공동화 지역, 자투리 공간, 정기시장 등으로 구분할 수 있다. 유휴공간은 녹지, 공원으로 조성되거나 문화시설로 활용되며, 예술창작시설로 활용되고 있다. 유휴공간의 국내 사례로 영등포 문래예술공단, 인천 미술문화공간 사업, 안양 삼덕 공원과 만안공원을 고찰했으며, 국외사례로 가나자와 시민예술촌, 뉴욕 P.S.1 현대미술센터, 조나 토르토나, 테이트 모던, 다산쯔 789 예술특구를 연구했다. 그 결과 유휴공간의 문화적 활용에서 절차와 과정의 문제점이 나타났고, 장소성의 결여가 도출되었으며, 네트워크의 중요성이라는 시사점을 도출했다. 유휴공간의 새로운 방향은 다음과 같다. 첫째, 유휴공간은 장소 만들기로 이루어져야 하며, 둘째, 커뮤니티의 참여와 연계를 수반해야 한다. 셋째, 교류와 소통을 통해 상호 보완할 수 있도록 네트워크가 강조되어야 한다는 것이다.
Abstract
Idle space is defined as unused and empty space. It refers to the state of not using. Idle space is classified according to its background, into military facilities, industrial facilities, administrative facilities, educational facilities, remained spaces, regular market places and so forth. Idle space is renovated to create parks, cultural facilities and art studios. In this research a number of case studies were carried out: Munrae Art Complex in Seoul, Art Village Project in Incheon, Samduck Park and Manan Park in Anyang, Kanazawa Civic Art Center in Japan, P.S.1 contemporary art center in New York, Zona Tortona in Italy, the Tate Modern in London, and Dasanz 789 in Beijing. As a result, several points regarding process, place and network were identified. The new direction of idle space revitalization can be summed up as follows: First, idle space should be revitalized as “place creation ”Second, the community should participate in sustainable revitalization. Finally, “network”should be emphasized in all the processes of idle space revitalization.
