초록
An information and knowledge society allows for greater participation by the public in culture through copyright works on the Internet. But many digital works are 'illegal copies', so public who use the Internet are often doing so via illegal file sharing, thus turning them into copyright infringers. The problems and damages done to the copyright industry due to copyright infringement and confusion over Internet distribution order have become a serious issue. To cope with these problems, a three strikes law on the Internet has been adopted in many countries. Korea is the first country in the world where the three strikes law on the Internet has been passed and successfully put into practice This has drawn attention from other countries about whether or not this law can meet it's original purpose. This study deals with how the three strikes law is enforced in Korea for the first time in the world by thoroughly examining the law making process and it's practice characteristics and also conducting research on how the three strike law has been passed and practiced in France, England, and New Zealand. From this study, a better understanding is possible for the three strikes law on the Internet to find a better way to contribute to “the development of culture and related industry” under this law.
