문화영향평가(CIA) 지표의 인과관계 분석: 문화재 정책을 중심으로

Abstract

The Cultural Impact Assessment, prescribed in the article 5 of Framework Act on Cultural Heritage of Republic of Korea, is the practice of assessment for institutional instrument, which seeks resolutions and critiques in conventional cultural policies. Monitored in 2014 and 2015 with pilot projects, the Cultural Impact Assessment has been conducted into practice since 2016. It is publically considered that the enactment of practice of the Cultural Impact Assessment is promoting researches in cultural heritage study fields; however, a number of recent researches studying cultural impacts present two common trends : the set of attributes in culture are to be measured or defined in institutional basis, and both the subjects of assessment and assessment indexes are to be externalized for further detailed assessment. Especially, the Cultural Impact Assessment of 2016 promotes a set of indexes which seeks directions on Fundamental Right of Culture, Cultural Identities, and Cultural Development, all of which will be applied in the assessment of 2017 in order to secure the objectivity of assessment and stability of conduct. However, the current assessment partly seeks a constituent evaluation using numerical comparisons among quantified single indexes, in a number of cases which may result in tendencies - either one group of indexes have influencing relationship with each other or other group of indexes follow causal relationship. In this particular relation of subjects, this study is to verify a hypothetical course of causal relationship among given assessment indexes. Specially, the set of indexes gained from Munhwajae Dolbom Project, a sub-project of the Cultural Impact Assessment of 2016 and other local cultural heritage utilization projects is reconstituted to an experiment group with redefined indexes of “Cultural Heritage”, “Accessibility”, “Enjoyment of Culture”, “Participation”, “Community”, “Creativity.” In this experiment model, the given set of indexes is numerically verified under a structural equating model. As a result, the numerical verification follows certain effectual forms of result, which claims that the 13 models out of the 15 hypothetical models match certain influencing relationship with each other. This result is to implement that this method of verification of indexes will diversify approaches of studies in the field of cultural impact assessment.
