본 논문은 중국의 소프트웨어산업의 발전현황을 요약하고 문제점을 분석하고 있다. 중국의 소프트웨어산업은 2000년-2012년 기간 동안 영업수입이 약 42배가 성장하였다. 2015년에는 시장규모가 2012년의 약 2배로까지 성장할 것으로 예측하고 있다. 중국은 중앙정부 차원에서 국무원을 중심으로 정보산업부와 과학기술부 등은 소프트웨어산업 발전을 위한 각 종 정책들을 제공하고 있다. 본 논문은 중국의 소프트웨어산업이 직면하고 있는 문제점을 크게 여섯 가지로 요약해 보았다. 첫째는 정부 주도의 Top-Down 방식의 산업발전계획이다. 둘째는 중국의 소프트웨어산업은 주로 중·저부가가치 업종에 집중되어 있다. 셋째는 중국의 소프트웨어산업의 지역 간 격차가 심각하다. 넷째는 해적판이 난무하다. 다섯째는 중국의 소프트웨어산업은 주로 국내시장을 위주로 하고 있다. 여섯째는 전문성을 가진 인재의 부족이다.
Abstract
This paper analyze the development and problems of the software industry in China. The software industry has grown rapidly in 2000-2012, the operating income has grown nearly 42 times, and forecasted that the market scale will grow two times from 2012 to 2015. China central government support the development of software industry, the Central Committee and State Council, Ministry of Science and Technology, Ministry of Information Industry and so on. This paper summarize the problems of the software industry in China. First, the industry development depended on the government policies, that is the Top-down strategy. Second, the most sector concentrated in low and middle value added sectors. Third, the regional disparity very serious. Fourth, the software piracy problem also serious. Fifth, the software industry mainly depended on the domestic market. Sixth, the software industry lacked the competent person that has expertises.
