가정폭력피해여성의 공동주거시설 거주경험에 관한 질적사례연구: 주거지원사업정책 대상자를 중심으로

본 연구의 목적은 현재 국가정책으로 실시되고 있는 가정폭력피해여성들을 대상으로 한 주거지원사업의 경험을 통해 입주자들간의 상호작용을 밝히고, 변화점과 개선점을 찾아내어 주거지원사업의 활성화를 위한 실천적인 개입방안을 제시하는 데 있다. 이러한 목적을 달성하기 위해 본 연구자는 가정폭력피해여성들로 주거지원사업의 입주경험이 있는 입주자 13명과 운영기관의 담당자들 6명을 대상으로 심층면접을 통한 질적사례연구를 실시하였다. 본 연구결과를 요약하면 다음과 같다. 첫째, 주거지원사업의 입주 원인으로는‘자립기반 조성을 위한 주거안정성 염원’에 있었다. 둘째, 주거지원사업에서 입주자들간의 관계는‘피해의식에서 벗어나지 못함’과 ‘가족 재건 의지’로 드러났다. 셋째, 주거지원사업에서 일어난 주요 변화로는‘긍정적인 변화’와 ‘부정적인 변화’를 모두 경험하였다. 주거지원사업 실시 후 입주자들의 긍정적인 변화 경험으로는 심리적 안정, 자립기반 형성, 건강 회복, 사회적관계 회복이었다. 반면, 부정적인 변화 경험으로 1)입주자 측면에서는 공동생활에 따른 세대별 가족간의 갈등문제가 가장 심각했는데 구체적인 갈등소지의 내용으로는 사생활 보장의 어려움, 생활방식의 차이로 인한 분쟁, 공과금 분배 과정에서의 다툼, 아동간의 싸움이 어른 싸움으로 확대됨이었다. 다음으로는 기대치에 못 미치는 높은 임대료와 자립을 위한 거주기간이 짧다는 점이었다. 2)담당자 및 관리자 측면에서는 입주자 관리의 어려움, 담당실무자의 과중한 업무, 입주자 지원 미비의 어려움을 경험하였다. 마지막으로 주거지원사업의 개선점으로는 ‘독립적인 삶의 영위’와 ‘총체적인 자립지원서비스 강화’로 제시 되었다. 이러한 연구결과를 토대로 주거지원사업의 개선점을 제언하였다.
Abstract
The purpose of this study is to provide practical intervention plan to find the change and improvements of housing support program. To achieve this goal, qualitative case study was conducted by in-depth 13 residents who have experience of housing support program and 6 representatives of the agency. The results of this study are as follows. First, the tenant causes of housing support program was 'desire on residential stability through foundation of self-reliance'. Second, the relationship among the tenants in a housing support program revealed ''not out of victim consciousness' and 'will of family reconstructions'. Third, major changes of housing support program included 'positive change' and 'negative change'. The experience of positive changes of housing support program was security of stability, formation of self-reliance basis, recovery of health and social recovery. The experience of negative changes of housing support program: 1) In terms of residents, conflict among the co-generation family was the most serious. Next, the burden of higher monthly rent and short period of residence was the factor of the dissatisfaction. 2)Representatives and managers had the diffi68 culties of tenant management, heavy workload of practitioners and lack of support for residents. Finally, as the improvements of housing support program, leading an independent life and strengthening of the overall self-support services were presented.
