미국 실리콘밸리 한인이주노인의 빈곤 -노동생애사와 세대간 관계의 영향을 중심으로-

본 연구는 미국 실리콘밸리지역에 거주하고 있는 저소득 한인이주노인들의 빈곤 맥락을 생애사 연구를 통해 이민 이후 노동생애사와, 세대간 돌봄관계 및 경제적 부양관계를 중심으로 살펴보았다. 한인이주노인들의 빈곤은 저임금의 승진 전망이 없는 노동, 주류사회와 단절된 비공식노동, 무급돌봄노동으로 이어지는 노동생애사와 이 속에서의 공적연금과 기업연금 수급권 확보의 어려움, 그리고 손자녀돌봄 이후 자녀와의 가구분리 및 자녀에 대한 헌신적인 경제적 지원 등의 맥락 속에서 발생하였다. 한인이주노인의 현재 경제적 결핍에 기여하고 있는 자녀세대와의 경제적 자원 및 돌봄자원의 부등가 교환은 과거 생애사와 연관된다. 연구 참여 노인이이주 초기 빈곤을 극복하는 유일한 전략이었던 ‘휴식없는 노동’ 시기 자녀 돌봄 부족으로 쌓인자녀에 대한 미안함은 세대간 자원의 부등가교환의 중요한 동기 중 하나이다. 그러나 한인이주노인이 가져온 평생의 고단함, 고립감은 소득보장, 의료, 주거보장이 지원되는 사회적 부양체계 속에서 안정감과 홀가분함으로 바뀌었다. 이는 빈곤노인에게 가족부양체계를 대신하는 사회보장체계의 중요성을 보여준다.
Abstract
This study is to investigate the context of poverty of Korean American elderly in Silicon Valley by life history analysis. The work history and intergenerational relation changes since immigration have been explored in terms of the old age poverty. The old age poverty is related with work history composed of informal jobs excluded from the mainstream economy, formal blue color work without promotion opportunities and informal care work. Especially for their work history the immigrants had difficulties in getting OASDI eligibility and 401(k). The old age poverty is related with household separation after grandchildren care and financial support for their adult children, too. Their uneven intergenerational exchanges with children are intended to compensate for their care deficit. The immigrants could not care their children because of the restless labor which was the only strategy to overcome the poverty right after immigration. However lifelong isolation and toughness have changed into stability and calmness due to the income support, medical and housing services to the old. This shows the importance of social support system replacing family support system.
