본 연구의 목적은 기자실 개방과 브리핑제 시행을 전후해 출입처에 따른 보도 행태의 차이를 실증적으로 분석하는데 있다. “기자실 개방과 브리핑제 시행 전후 시기에 따라 보도 행태에 차이가 있는가?”를 검증하기 위해 출입처에 따른 차이를 내용분석하였다. 보도 행태의 차이를 검증하기 위하여 조선일보와 한겨레･영남일보에서 청와대와 재정경제부･경북도청을 출입하는 기자가 작성한 브리핑제 시행 전후의 기사를 분석하였다. 기자실 개방과 브리핑제 시행이 보도의 빈도와 취재원의 수, 기사의 유형, 보도의 태도 등에 미친 영향에 대해 출입처에 따라 차이를 살펴본 결과, 이들 4개 요인에서 모두 부분적으로 차이가 확인되었다. 즉, 보도의 빈도에 있어서는 기자실 개방과 브리핑제 시행 이후 청와대와 재정경제부･경북도청 등 출입처 간에 뚜렷한 차이가 있었다. 또 브리핑제 시행 이후, 기사 1건당 평균 취재원의 수에 있어서는 경북도청 관련 기사만 큰 차이를 보였다. 기사의 유형에 있어서는 청와대와 재정경제부･경북도청 3곳이 모두 ‘차별성 기사’와 ‘비차별성 기사’에서 브리핑제 시행 전후로 차이가 나타났다. 마지막으로 브리핑제 시행 이후 보도의 태도는 출입처 3곳 중 청와대 관련 기사만 차이를 보였다. 결론적으로 노무현 정부가 펼친 기자실 개방과 브리핑제 시행이라는 언론정책은 출입처에 따라 보도행태에 상당한 영향을 미친 것으로 밝혀졌다. 브리핑제는 정부와 ‘불편한 관계’인 메이저 신문이 청와대 등 국가 주요 기관과 관련된 기사의 건수를 줄게 만들고, 정부에 비판적인 기사를 증가시켰으며, ‘차별성 기사’를 더 많이 쓰도록 만들었다는 점이 확인되었다.
Abstract
This study aims to examine how changes in beats affected on news reports. This study analyzed articles which were written by reporters for the Blue House, the Ministry of Finance and Economy, and Gyeongbuk Provincial Government beats. These reporters came from three separate newspapers; the Chosun Ilbo, the Hankyoreh, and the Yeongnam Ilbo. The analysis of the differences between reporting types in each beat before and after the opening of a press room and the operation of the briefing system was also divided into four sub-questions; Was each beat influenced by the opening of a press room and the operation of the briefing system in the aspects of the frequency of reports, the number of news sources, the types of news articles, and the attitude of reports? This research found that there was a considerable difference in the frequency of reports in each beat. Only “Gyeongbuk Provincial Government related news articles” made a big difference in the average number of news sources per news article. A difference in distinctive or indistinctive news articles was found in all three beats. The attitude of reports only differed in the Blue House related news articles. In conclusion, results showed that the Participation Government’s press policy had a significant influence on news reports. The briefing system made it possible for the anti-government major newspaper to cut the number of news articles related to central government organizations and to write more critical articles to the government. On the other hand, the Chosun Ilbo and the Hankyoreh produced more distinctive news stories after the briefing system.
