Abstract

This study examined current status of major multinational internet service providers in China market. The study also assess the possibility of constructing public sphere, which is the democratic function of internet, in China. It also examined the reasons why the democratic function of internet is limited in Chinese market based on Chinese government's perspective on the medium as well as on the government censorship system. Simultaneously, the political externality, which is byproduct of economic gains through internet, has the potential to grow to be powerful public sphere that may threaten the Chinese authoritarian system. The Chinese government understands internet as a medium with uncompatible attributes, Public goods and coordination goods. It adopts proactive strategy for promoting economic development when it come to public goods. On the contrary, the government pursues reactive strategy where it strongly represses the regulatory attributes of internet that might of political threat to the government. The Chinese government regulates both hardware control system and software filtering system so that the possibility of internet being public arena for political discussion is strongly limited. The conflict between the market and the government that appeared in the Google's Chinese market entrance is related to the basic nature of internet and it requires further discussion about its political meaning and implication.
