국가재난상황 시 성별에 따른 대통령 관련 뉴스보도 프레임 연구 : 2009년 신종플루와 2015년 메르스 사태의 비교분석

초록

본 연구는 국가재난상황 시 대통령의 성별에 따른 뉴스 보도 프레임을 2009년의 신종플루와 2015년의 메르스 사태를 중심으로 비교분석하였다. 신종플루와 메르스 사태의 전개 과정을 발각/감지, 예방/억제, 회복의 총 3단계로 구분하고 조선일보와 한겨레의 기사를 바탕으로 이명박 대통령(신종플루)과 박근혜 대통령(메르스)에 대한 뉴스보도의 프레임을 비교했다. 우선, 전체 보도 건수를 보면 신종플루가 메르스에 비해 발병 기간이 훨씬 길고 사망자 수가 더 많았음에도 불구하고 박근혜 대통령에 대한 보도량은 이명박 대통령에 비해 8배 이상인 것으로 나타났다. 주요 뉴스 프레임을 보면 이명박 대통령은 국제관계 프레임과 문제해결 프레임이 두드러진 반면, 박근혜 대통령은 위기관리능력과 변화지향 프레임이 주된 비중을 차지하고 있었다. 한편, 위기단계별 분석에서는 이명박 대통령의 경우 2단계(예방/억제)에서는 문제해결 프레임과 공감/배려 프레임이 3단계(회복)에서는 국제관계 프레임이 두드러지게 사용되었다. 박근혜 대통령의 경우 2, 3단계 모두 위기관리능력 프레임이 가장 많은 비중으로 나타났다. 유사한 국가재난사태에서 보여 지는 대통령의 성별에 따른 차별적 뉴스보도의 분석 결과는 정치뉴스 프레임의 파급력과 그 정치사회적 함의를 고려해 볼 때 여전히 존재하고 있는 정치인의 성별에 대한 뉴스 보도의 편향성과 공정성 문제 점검할 수 있는 경험적 자료가 될 수 있을 것이다. 이러한 보도 차이에 대한 정치사회적 함의는 결론에서 상세히 다루어졌다.

Abstract

A comparative analysis has been done on the news frames about political leaders of different genders in the national crises of A(H1N1) in 2009 and MERS. News coverage of president Lee Myoung Bak and Park Keun Hye in Chosun Ilbo and Hankyoreh was analyzed according to the three steps of the crisis deployment of detection, prevention, and recovery. The total amount of coverage was eight times as much for Park Keun Hye as Lee Myoung Bak despite the much longer period and more casualties of the MERS situation than the novel swine-origin influenza. The primary news frames for Lee Myoung Bak were the international relationship and problem solution while the crisis management ability and change seeking frames were the major frames for Park Keun Hye. The analysis based on the steps of crisis shows that problems solution and sympathy frames in the second step of prevention, and the international relationship frame in the third step of recovery were prominent for Lee Myoung Bak. Through the second and third steps, the frame of crisis management ability was most salient for Park Keun Hye. This findings provide useful information to examine the fairness and partiality of news coverage of political leaders of different genders in the situations of similar national crises. The discussion of the political meaning of such difference in news coverage according to their gender is provided in the conclusion.
