Abstract
The argument that Roman religion decayed during the late republic needs to be reconsidered, for during those times the Romans still believed in their traditional gods and their belief did not decline until the end of the Roman Empire. In 59 B.C., consul Bibulus disturbed the proceedings of the legislative assembly of the lex Iulia agraria by obnuntiatio, which was the traditional way of high magistrates for checking reformative political leaders. But his obnuntiatio was not practiced according to the traditional way, so afterwards it caused bruising debates between the optimates and populares. The traditional religious system of Rome was practiced according to oligarchic principles, of which the Senate was the administering subject. It was the natural result both of the fact that Roman politics was so bound up with Roman religion that it was almost impossible to separate the two things, and of the fact that Roman politics was administered in an oligarchic way. During the late Roman republic, the Senate was so inefficient that they could not solve the problems of the metropolitan city of Rome and the conflicts between optimates and populares. The so-called ‘Bibulus’ situation’ was the result both of the traditional oligarchic system of Roman religion and of the incompetency of the Senate.
