This study aims to study the direction the music industry will pursue through the cultural city selection project, which has become a hot topic of cultural policy and local governments nationwide since ‘the Cultural City Designation and Support (Chapter 4)’ was enacted in 2014 by regional culture promotion act and the first legal cultural city was selected in 2019. The bottom-up cultural policy project, which forms the basis for the cultural city selection project, will consider the scope and method that can be applied to the music industry in the future, while breaking away from the top-down business that used to be the main design method of the music industry and should consider ways to integrate with urban regeneration and tourism industries that apply guidelines for promoting cultural cities in 2020. This study suggest ways to utilize music lovers in order to reserve the most important civic network in the bottom-up-type project, which forms the basis for the selection of cultural cities.
