초록
고려시대에 기술관들이 담당하였던 임무와 역할에 대해 살펴 보았다. 먼저 기술관의 임무에 대해 살펴 보면, 기술관은 그 전문성으로 인해 각기 다르지만, 의관(醫官)은 왕실 및 백성의 질병을 치료하는 것이었기 때문에 주로 이것들과 관련된 임무가 대부분을 차지하였다. 역관(譯官)은 타국의 언어를 말할 수 있는 능력으로 그 임무가 대외적인 활동과 연관된 것이 대부분이었다. 일관(日官)은 천재지변의 이변현상을 예측하고 관측하여 기록하였으며, 이러한 관측을 통해 길흉을 예고하고 이를 미리 대비하는 복서(卜筮)의 임무를 수행하였다. 율관(律官)은 국가의 질서를 유지하는데 크게 기여하였다는 것을 알 수 있고, 서관(書官)은 서사(書寫)의 업무는 물론 국가의 문화 사업에도 기여하였던 것이다. 산관(算官)도 국가 재정사무를 처리하는 데 반드시 필요한 존재였다는 것을 확인할 수 있었다. 기술관의 역활에 대해 살펴 보면, 의관은 민질(民疾)을 치료하고 구제함으로써 위정자의 애민정책과 복지정책이 실현되도록 하였으며, 고려 의학이 발달하는데 기여하였다. 역관은 대외관계에서 중간 매개체로서 활동하여 국가의 이익을 도모하였다. 그러나 고려사회의 신분과 풍습의 변화에도 커다란 영향을 끼쳤다. 일관은 자연의 변화와 천재지변의 이변현상을 이유로 왕의 정치적 위기나 실정을 상주(上奏)하여 이를 미리 대비하게 하고, 선정을 베풀어 민심을 수습하였다. 또 역산법의 연구와 역서의 편찬, 천문관측기기의 제작 등 고려 천문학을 발달시켜 조선 초 천문학이 발전할 수 있는 기반을 마련하였다. 율관은 국가의 질서를 유지하고 사회를 안정시켰으며, 서관은 서적을 간행하는 등 국가의 문화산업을 발전시키는데 기여하였다. 이와 같이 고려시대 기술관은 서로 다른 전문적 임무를 수행하였지만 이들의 활동은 고려뿐만 아니라 조선사회에까지 정치⋅사회⋅문화적으로 커다란 영향을 끼쳤다.
Abstract
This thesis is about Goryo Dynasty's Gisulgwan's(technical officer of Goryo) responsibilities and role. Their responsibilities differed depending on their expertises. Euigwan was a medical officer of the time and their responsibilities were curing disease of the king, the royal family, and common people. Therefore their responsibilities were mostly related to curing the sick. Yokgwan was selected for their abilities to speak another language. Their work mostly involved in international relation activities. Ilgwan observed and recorded every natural phenomena and disaster. Based on these observation, they foretold the nation's future and served as a fortuneteller who prepared against bad fortune. Yulgwan contributed to maintaining the national order. Sogwan worked as a historian and also contributed to the nation's cultural affairs. Sangwan also played an essential role in processing works related to nation's economy and financial affairs. When looking into the roles of Gisulgwan, Euigwan cured the sick and relieved the poor in order to attain the king's benevolent policy for the people. Also, they contributed in advancing medical science and promoted stability of the society. Yokwan served as mediator in foreign relation and promoted nation's advantage. Also, they contributed to Goryo's social status change. Ilgwan based on natural phenomena foretold the king's political crisis and gave advice to the king so he may prepare ahead and avoided it. They were also in charge of public welfare policies in order to gain public's heart. However, in times of political uproar, they took sides and rationalized the view of their favoring political party. However, they played an important role in advancement of Goryo's astrology. Yulgwan maintained country's laws and regulations and stabilized the society. Gisulkwan of the Goryo dynasty was public officials who were in charge of national administrative work. They were essential in running the country and they played an important role in leading the Goryo society.
