디지털 시대 중소기업 경쟁력 강화를 위한 고찰 ‒일본의 사례를 중심으로‒

중소기업의 경쟁력 강화는 중장기적인 국가의 경제발전과 건전한 기업생태계의 유지를 위해 반드시 해결해야 하는 과제이다. 특히 디지털 기술의 발전으로 인해 디지털 공간은 현실과 비견되는 생활･경제 공간으로 자리매김함에 따라 중소기업의 디지털 전환의 시의성이 증대하고 있다. 하지만 정부나 대기업에 비해 디지털 전환에 투입할 자원이 부족한 중소기업의 경우 상대적으로 디지털 전환이 지연되고 있으며, 이에 중소기업의 디지털 전환 지원은 세계 각국의 주요 정책 의제로 등장하고 있다. 이에 본 연구는 정부 차원에서 중소기업의 디지털 전환을 적극적으로 지원하는 일본의 사례를 분석하여 일본 중소기업 디지털 전환 지원정책의 특징과 한국에의 시사점을 도출하였다. 우선 일본의 기업 주도의 DX 지향 풍토를 배양하고자 하는 정책 목적을 주목할 필요가 있다. 중소기업의 지속적인 디지털 전환 관련 투자를 유도하기 위해서는 국가 주도의 디지털 전환보다는 민간 주도의 디지털 전환이 이루어질 수 있는 환경을 조성하는 것이 필요하다. 또한 제조공정뿐만 아니라 경영지원, 디지털 인재 파견지원, 사이버 보안 체계 구축 등 다양한 측면의 지원이 필요하다.
Abstract
Strengthening the competitiveness of SMEs is a task that must be solved for the long-term economic development of the country and the maintenance of a sound corporate ecosystem. In particular, due to the development of digital technology, digital space has established itself as a living and economic space comparable to reality, increasing the timeliness of digital transformation of SMEs. However, SMEs that lack resources to invest in digital transformation compared to the government and large companies are relatively delayed in digital transformation, and support for digital transformation is emerging as a major policy agenda around the world. Accordingly, this study analyzed the case of Japan, which is actively supporting digital transformation of SMEs at the government level, to derive the characteristics of the Japanese SMEs digital transformation support policy and implications for Korea. First of all, it is necessary to pay attention to the purpose of Japan’s policy to cultivate a corporate-led DX-oriented climate. In order to induce continuous investment in digital transformation by SMEs, it is necessary to create an environment in which private-led digital transformation can take place rather than state-led digital transformation. In addition, various aspects of support are needed, such as management support, digital talent dispatch support, and the establishment of a cyber security system, as well as manufacturing processes.
