산촌진흥을 위한 일본 바이오매스타운 조성과 운영에 관한 사례연구 - 시라카와정을 중심으로 -

Abstract

This study aimed to draw the implications for mountain villages in Korea based on the analysis of Biomass-town construction and operation in backward Shirakawa province, Japan. Shirakawa province has been promoting utilization of thinning timbers to vitalize forestry and forestry industries, alliance with relevant experts and companies both inside and outside the region for thinning boost, association with Corporate Social Responsibility(CSR) activation from companies and Shirakawa Meister Project involving forestry and agriculture. The continuous efforts and active supports from the head of local government and public officers for livable community building lead successfully residents’ cooperation and participation. To effectively develop and use forest resources and to improve local industries through regional development, Korean local governments should establish local-oriented projects and plans, such as “local development by using wood biomass resources and efficient management of Biomass-town.”Finally, the better promotion of mountain villages and the successful operation of forest carbon cycle community can be achieved with more focusing on local-oriented projects and plans.
