산림에 관한 국민의식조사 설문구조 변화분석

초록

시대별로 산림에 대한 국민의 요구가 변화하고 있다. 다양한 국민적 수요를 반영한 성공적인 산림정책을 수행하기 위해서는 시대의 흐름에 따른 국민적 합의와 공감대를 형성하고 국민의 요구와 정부의 정책 방향에 대한 상호연계성을 파악하는 것이 중요하다. 이에 본 연구는 「산림에 관한 국민의식조사」와 국내·외 유사사례의 시계열 분석이 가능하도록 최근 시행된 3개년 조사문항을 일시문항, 반복문항, 연속문항으로 분류하여 비교분석하고, 4차, 5차, 6차 「산림기본계획」의 핵심과제를 공통과제로 분류하여 「산림에 관한 국민의식조사」 설문 내용의 반영 여부를 검토하였다. 연구결과, 「산림에 관한 국민의식조사」 3개년 일시문항은 33개(57%), 반복문항은 15개(26%), 연속문항은 10개(17%)이었다. 국내·외 유사사례와 비교분석한 결과, 일시문항의 비율은 높고 연속문항의 비율은 낮게 나타났다. 「산림기본계획」 3차년 공통과제는 총 13개이며, 「산림에 관한 국민의식조사」의 조사문항이 가장 많이 포함된 공통과제는 국가 온실가스와 산림문화·휴양이고, 조사문항이 없는 공통과제는 산촌활성화, 도시숲, 보호지역이었다. 「산림에 관한 국민의식조사」는 주요 산림정책에 대한 국민의 의식변화를 일관되게 조사하기 위해 조사목적에 맞는 조사설계가 유지되어야 하며, 핵심정책과 관련있는 일시문항은 연속문항으로 유도하는 것이 필요하다. 또한 「산림기본계획」의 공통과제와 연계된 조사문항의 지속성을 유지하여, 「산림에 관한 국민의식조사」의 결과가 산림정책 수립에 반영되는 선순환 구조를 강화하기 위한 방안을 제시하고자 하였다.

Abstract

The public's demands regarding forests are changing over time. In order to implement successful forest policies that reflect various demands, it is important to form public consensus and understanding over time and identify the interconnectedness of public demands and government policy directions. In this study, we categorized the survey questions from the recent three-year survey into one-time questions, repeated questions, and continuous questions for a time-series analysis of the "Public Awareness Survey on Forests." We compared and analyzed these questions, and categorized the key tasks of the 4th, 5th, and 6th Forest Basic Plans as common tasks to examine whether the survey questions of the National Forest Survey were reflected. The results of the study showed that out of the survey questions conducted over three years, 33 questions (57%) were one-time questions, 15 questions (26%) were repeated questions, and 10 questions (17%) were continuous questions. When compared with similar cases domestically and internationally, the ratio of one-time questions was high, while the ratio of continuous questions was low. The common tasks for the third year of the Forest Basic Plan were a total of 13, with the common tasks most included in the survey being national greenhouse gas and forest culture and recreation. Common tasks with no survey questions included rural area revitalization, urban forests, and protected areas. To consistently investigate the changing public awareness of key forest policies, the survey design should be maintained in line with the survey objectives. It is necessary to induce one-time questions related to core policies to be continuous questions. In addition, by maintaining the continuity of the survey questions related to the common tasks of the Forest Basic Plan, we aimed to propose measures to strengthen the virtuous cycle in which the results of the public awareness survey are reflected in the establishment of forest policies.
