본 연구는 국유림 참여경영에 대한 인식분석을 위하여 산림참여에 관한 선행연구를 분석하였으며, 또한 선행 연구에서 자료가 미비한 일반국민의 국유림 참여경영에 대한 설문조사를 실시하였다. 선행연구분석 결과, 참여 산림경영의 문제점으로 개인, 기업, 그리고 시민단체는 대부분 정부의 다양한 정보제공과 권유의 부족, 제도의 불안정을 지적하였으며, 정부는 일반국민들의 무관심과 복잡한 법률체계 등을 지적하였다. 또한 설문조사는 일반국민 총 150명을 대상으로 2015년 4월 2주간 2차례 실시하였고,설문 문항은 국유림 참여경영에 대한 인식, 참여 의향, 참여 형태, 참여단계, 일반국민·기업·시민단체의 국유림 경영사업 참여시 문제점 및 해결방안 등 총 16문항으로 실시하였다. 분석 결과, 여러 이해당사자의 국유림 경영 참여시 문제점에 대해서는 일반국민의 경우‘무관심(29.5%)’이 가장 높은 응답률을보였고, 기업의 경우는‘자사 이기주의(31.5%)’, 시민단체의 경우는‘전문성 결여(32.9%)’가 높은 응답률을 나타냈으며, 여러 이해당사자의 효율적인 국유림 경영 참여 방안에 대해서는 일반국민의 경우‘대국민 국유림 경영 관련 정보 제공(30.0%)’이, 기업의 경우‘협력시스템 구축(26.0%)’이, 시민단체의 경우‘시민단체의 전문자문/세미나 활성화(32.9%)’가 높은 응답률을 나타냈다.
Abstract
In this study, awareness analysis on national forest participatory management was determinedthrough the conduct of a review of previous studies on forest participation, and the analysis ofthe results of an awareness survey. Awareness on national forest participatory management wasdetermined through the conduct of two surveys of a total of 150 respondents consisting of thegeneral public and students in April 2015. The questionnaire, which was composed of 16questions, included questions on: respondent’s awareness about national forest participatorymanagement; willingness to participate; participation forms; participation stages; and problemsand solutions in the involvement of the general public, businesses and civic organizations innational forest management. Results of the survey show that the problems in the participation ofvarious stakeholders in national forest management are: ‘apathy’ (29.5%) for the general public,‘selfishness’ (31.5%) for businesses, and ‘lack of expertise’ (32.9%) for the civic organizations. In terms of the measures for the effective involvement of stakeholders in national forest management, both the general public and student groups identified the following: ‘provision ofnational forest management-related information nationwide’ (30.0%) for the general public;‘establishment of cooperative system’ (26.0%) for businesses; and ‘civil society specialistadvisory/seminar activation’ (32.9%) for civic organizations. The result trends for the problemsand measures are similar for both the general public and student groups.
